D | 提能级、升位势。随着“一库一基地”建成投用，忠县将从一座三峡库区城市，转变为服务全国能源保供的国家级油气储运枢纽节点，深度嵌入国家能源安全总体布局。“一座地下储气库、一个页岩油基地，正在重新标定忠县在全国能源版图中的战略坐标。”徐海波说。 为保障两大项目顺利建成投用，忠县成立工作专班，由县级领导和企业负责人共同担任组长，实行问题清单化、调度常态化，统筹做好土地供给、道路交通、水电管网等要素保障，让项目建设少等待、少绕行。
E | “开发不以牺牲生态为代价，发展不以安全换取速度。”徐海波谈到，忠县严格落实安全生产、生态环保各项要求，把安全规范贯穿于钻井、开采、储气全流程，实现“地下挖宝藏、地上保青山”，走出一条生态优先、绿色发展的新路子。
